Lock Down Access to Registry

I use WINDOWS NT 4.0 SERVER.

I would like to know, how to lock down remote access to the registry of the server, so that nobody on the LAN could make changes the server registry.

Domain Users shouldn't have access to the Registry on the server by Default. Do you have the server physically secured?
