JSP 403 error

Hai Sir/Mam, I am doing a project in JSP. I finished up to 4 or 5 forms. Suddenly when I ran the same program its asking for a username and password. I did some changes in the builtin file and made it to accept.but then during the deployment process its showing an error 403 for url.The error it shows is http:localhost 8084/manager/deploy?config=file:/c:documents and settings/administrator/dtp/build/web/metainf/context.xml&war=file:/c:documents and settings/administrator/dtp/build/web.what can i do ..plz help..
