Is it possible to create a batch file to change your IP, Subnet Mask, and Default Gateway? I have a laptop user who travels to 2 cities (different subnets) and he has to change all of these, but is not really computer savvy, so he messes this up most of the time. If I had an icon on his desktop where he could run a batch file to do this , it would be great...

A batch file, no not really.
You CAN do it with registry files, though.
What you'd have to do is locate (in the registry) the IP entry for the NIC in question, and create two files (work1.reg and work2.reg). Once you get all the correct information in there, what he'd have to do is right-click and "Merge" the files, then reboot.
It's not that hard, but you have to understand the registry, or you'll mess it up.
For registry assistance, check out Regedit. It's a pretty good website to bookmark, too.

Had another thought...
Check out using different hardware profiles. You should be able to set one up for one city, and the one for the other. Then, he'd have to choose a location at boot, but the rest should be OK for him.
I'm not positive it will work, but for a (L)user, it would be the most efficient if it did.

Chase is right, a Hardware Profile is all you need, you can copy the one you have and reset the settings, what will happen is when you have more then one a boot menu will come up asking the user wich hardware profile he wishes to use.
Thats it,
Greg
