I'm trying to install an internal modem (pci) into my NT box but the modem wizard doesn't detect it. The modem must be installed on COM 3 (hardware requirement, no jumpers present). When I boot, ntdetect sees my two serial ports as COM 1, and 2 but doesn't detect the modem and create a COM 3. PnP is disabled in the BIOS and the modem works fine in another computer. Any idea on how to force creation of COM 3 (doesn't work to add port as it is deleted upon reboot)

Where does it say that the modem must be com3?? I installed a pci modem on com1 under nt and it worked fine. Try just installing it with NT defaults. The modem wizard will not likely detect your modem, so you must manually install the drivers.
