Install / uninstall fails

Hi

I get the following message whenever I try to install or uninstall any software...

The Windows Installer Service could not be accessed. This can occur if you are running Windows in safe mode, or if the Windows Installer is not correctly installed. Contact your support personnel for assistance.

I have tried reinstalling the Windows Installer using instmsiw.exe but even that produces the same message.

Please help.
