illegal system dll relocation

I installed new software in my Window NT server It asks me to restart my sytem I restarted then it is displaying following error in blue screen.

Stop c0000269 illegal system dll relocation user32.dll was relocated in memory

"Dumping physical memory"

then it starts counting and rebooting again.

I am trying to install Windows NT. I inserted Windows NT Server setup disk1 in my floppy drive and Windows NT server CD in my CD driver but it is not identifying my drives it is trying to boot from hard drive always.

Check to see if bios is set to boot from floppy, cd, then hdd.
Hopefully someone can help with the stop error.

I already checked BIOS it is in floppy, cd and hdd order. I also disabled hdd and try to boot the system if is giving this message.

Strike F1 to retry boot, F2 for setup.
