IE 5.5 will not open ppt file via web

NT 4.0 runing IE 5.5. Simple web page using anchor tag to open PowerPoint (ppt) presentation. 3 PCs cannot open ppt file, 2 can. All IE 5.5. Netscape 4.7 and IE 5.0 open it OK. Settings in NT Explore/View/Options/File Types for MS PPT Presentations (PPT) all identical. Settings in IE 5.5 Tools/Inernet Options/Advanced also identical. IE version that works (2 PCs checked): 5.50.4134.0600CO. IE version that does not work (2 PCs checked): 5.50.4522.1800CO. Any suggestions/fixes? Thanks.
