icons on task bar

some of our NT4 workstation machines have an area on the task bar where you can drag and drop icons (to the left of the time, etc) some machines don't have it, and they all look to be configured the same. How do I get it to accept icons?

That whole active desktop thing seems to have come, and gone, with ie4 or 5, is there any way to install it just by itself?

Summary: Right click on the task bar. Go to toolbars and clikc on the bar of your choice. After it is open, you can drag and drop to this bar to add/remove items to better fit your needs. ...
