how to reboot?

OS: win98
CPU/Ram: 800 mhz

my pc have intalled windows98 and windows2000
server and it was crashed yesterday. I have tried many methods which included reinstalled win98 and startup disk,it come out "PC can't found any operation system in any device". Any advice would be help. thank you in advance.
I have many important files on disk C so I don't reformat disk solution.

Have you ever tried the startup disk before? It sounds like its bad. Make one at another PC and then try and boot with it.
