How to enable active session limit.

I have got windows 2000 advanced server.I have got 30 users.I want to know two things.
1.My users use internet.I want that when they have used a specific time say an hour they should disconnect from server.I have tried option of "Active session limit" in user properties but it did not work.
2.Secondly i want to disable the option of multiple login.Many times i have seen 3 or 4 people sitting on net usaing same User ID .How to overcome it.
ur suggestions will be highly appreciated.
