How to disable explorer.exe for a user??

I want to prevent one user from browsing the drives of the computer,.. Can anyone give me a reg.key or something to disable explorer?!?! I've tried to manipulate permissions for explorer.exe,...but it won't work that way(icons and toolbar disapperares...)...don't think Poledit will do it either..
