How to disable a TCP port

I would like to know how to disable a TCP port in NT 4.00

The ports that are not in use by any programs, must be closed. How can I do this in NT 4.00 ?

So you have two nics in the server and you are routing? Routing to what? The internet?

I don't recall any way in NT, like you would in XP, to block ports.

But if we know your setup then perhaps there can be other suggestions.
