how to change NIC properties without being domain admin ?

I'm wondering about the following fact: I you make a user 'domain user', the user can't change for example his network interface card properties or install a program. If you make the same user 'domain admin', the user can do both but I don't prefere this solution because being a domain admin, the user can do much more on the network then I want to. Is there no alternative ?

Grant him local administrator rights on that actual machine. If it is his personal workstation it would be like giving rights to the specific users machine. That would be the easiest way to grant generic rights to the user.

If you want him to possibly screw up his pc and create more work for you that is a good idea. I would not give him any rights to change or add software.
