I have a dell lattitude laptop, I know the user password, but I don't know the admin password. I would like to format the hdd and install win98. I can not do this because I don't have admin rights. Does anyone know how to bypass this or a way I can still wipe the hdd. Commands such as fdisk or format do not work on the laptop.

You can't remove the OS from the OS. Outside of the OS rights and user accounts don't matter.
Download delpart.exe from MS and boot up on a 98 boot floppy with this utility. Use it to remove all partitions. Use fdisk to create a new partition. Reboot. Format the partition. Reboot. Install 98

delpart.exe - freebie 27K download at:

(One of many sites for it.)

Rather than a single (Primary) partition only - for OS/aps/utils + data... perhaps consider both Primary/Extended. Use Extended for data (only). This allows a reformat (if need-be), and/or re-install (if need-be) of OS etc. to C: (Primary) without risk to data...
