Help: Missing NT4.0 Toolbars Option

I just got a new DELL Inspiron 3800 system. But the Start Taskbar is missing the Toolbars option. This was pretty valuable on my last system. How/where do I get it back?

I presume you are talking about the toolbars in the status line. They are part of Explorer. Once you have installed IE5, they should be back.
