I have a PhoenixBios 82c480 82c113 486 Bios version Q3.07.01 WITH A 250MB HARD DRIVE. THE PROBLEM IS IT HAD WIN98 INSTALLED AND THE HARD DRIVE READ 500MB,FAT16, WHEN I FORMATTED THE HD (FDISK, FORMAT, ETC..)THEN READ 250MB 100%, FAT16 IN FDISK PROGRAM NO PARTITIONS WHATSOEVER. I CONVERTED HD'S BEFORE FROM FAT16 TO FAT32, BUT THIS HD IS STILL READING FAT16 AND WON'T LET ME INSTALL WIN98 EITHER. WHAT CAN I DO? PLEASE HELPFULL HINTS.

Of relevance is the drive manufacturer and the controller type (e.g. IDE, SCSI ?)

Are you familiar with what's called "low level" formatting?

Make sure you read the warnings at the bottom of this web page:

The drive manufacturer probably knows what to do in cases where the symptoms you're describing occur. Some manufactureres have some really nifty utilities for low level formatting. They are usually free from their web sites.

The sizes (before and after) you're describing make me suspicious that the bios would have anything to do with it.
