Formattin HP Omnibook on Windows NT

Ok I have an HP Omnibbok and it was running on Windows NT... one day when I turned it on it wouldnt start because a file was missing "WINNT\SYSTEM32\..." I I tried everything but nothing changed. So I figure I might as well uograde it to Windows XP but when I put the WIndows XP disk in it say "Windows Set up"but it downloads some files and then thats it...it stay on that blue screen with windows set up... I heard that I should erase everything on the drive (format it ) and then try to install windows XP.... So I've gotten a boot cd to format the HD. I've also been told to type Fdisk... but When do I type in fdisk... I've put in the the set up disk and it starts the window set up...doesnt give me time or place to type fdisk... and if I type it while its setting up nothing happens...please help...what do I do?
