Fixacls Problem

I have an old box running NT. I set up a batch job to set permissions using Calcs and xcacls which screwed things up for non-admin users. I will fix the problem but wanted to reset permissions using fixacls. It is not working or rather it appears it resets some file/folder permissions like the root but not others like systemroot. Is the default perms.inf file ok to use or do I need to customize it?
