Failed Internet Pop-Ups in IE 5.5/NT

Greetings, everyone. We have internet pop-up windows in IE 5.5, Windows NT environment that open and complete as blank. Does anyone know how to allow these pop-ups to complete their load? Perhaps a registy edit?

I don't think it's an NT 4.0 issue at all.
