I just need to know where to go to order a CD. I know that I can download all of the files but my boss wants a CD. Anyone know where to go or who to call?

The easiest way would be to download it then burn a CD. But, if you really want a MS cd, you can get SP3 by going to this URL and going to the bottom to where it says "order a CD". SP4 doesn't look like its available on CD yet, but you can keep trying at a later time.
