Email stays in outbox for a couple of mi

We are using OE2000 & Exchange 5.5 on an NT network
When a user sends an email with an attachment, doesn't matter what type or size. It remains in their outbox for a couple of minutes. The email appears promptly at the receipent but you get the message unable to open attachment (while the senders email still shows in outbox)
I know the workaround is to leave it for a couple of minutes, but I would prefer to reslove the issue.
