Comment:

User "A" logs in to NT4 workstation, in Excel 97 tries to open file- gets Dr. Watson crash.
User "B" logs in to same machine, opens same file- no prob. User "A" can open other excel files, just has problem with the one.
Any ideas?

Have you copied user B's profile to user A's profile?

That would really screw up user "A"
I also don't want to have to resort to deleting the profile either, but I will probably end up having to do that. Just looking for a quick and easy fix.
