Double click and nothing happens

Is there an .ini file setting or registry setting to make a double click "take" even though the mouse moves a tad?

Too often I double click on something and wait for nothing to happen.

Really, the mouse ought to do a click or double click with no selection or drag start regardless of movement if I do it fast enough. This is a matter of programmers making the computer do what the user wanted, using appropriate ergonomics.

Two alternatives to double clicking are single left clicking on an icon then pressing RETURN to activate, or single right click and then select open

If this is a NT machine. I have seen other programs lock the pc eg. when you click on something nothing pops up?? if you go into the taskmanager end task on all the programs and end task on the process that seems to be hosing the pc this seems to works.
