Domain Policy problems with NT 4

I've migrated my network from Novell to NT in the past days. Everything is working fine, but I needed to alert users about some procedures. For this reason I've implemented a Default Computer Policy that apply to the Windows NT System>>Logon and that produce the Logon Banner after the Ctrl+Alt+Del command at logon. Then I needed to modify that alert. I did it, saved the changes to the policy (C:\winnt\system32\repl\import\scripts\ntconfig.pol) and replicated it to my BDC. Then happens a strange thing: if I reboot the client machines I get the same logon banner I had before the changes (taht's to say the changes to the policy didn't take effect!!! BUT if I connect to the client computer from the Policy editor of the PDC DOING NOTHING, everything start to work fine so if I relogin from a client (NT Workstation or 2000 Pro) I get the right new logon banner!!!!! Very strange... Could anyone figure out why? There is a way to make the changes to a policy working without this trick? Thanks to all
