You can do whatever you want as far as limiting those options, but nothing can stop the user from turning off the machine and rebooting it. Unless you plan on blocking the power button and power source of course.

You can do this in winNT 4.0

LOGIN as ADMINISTRATOR
Go to: USERMANAGER for DOMAINS then
in POLICY option then to UER RIGHTS
then select SHUT DOWN THE SYTEM option
click on ADD and select ADMINISTRATORS
then ADD and OK
