Hi , I execute command dir under some folder . Then execute dir /tc which should give creation time. To my astonishment time of modification when i executed dir is earlier than that of time of creation . could you please tell me the possible cause or problem with the system.

There is nothing wrong in your system. /TC reports the date you created the first time the file in your environment while the /TW or modification date records the last time the file was accessed to be modified and that may happen even before you downloaded/copied the file (e.g. software is modified at factory before you install it onto your system).
