Hello: Currently i have a system which uses a static ip address and an external source recognizes the system through that ip.
I am making a move so that now we will use DHCP to basically give the user the ability to move the system around the network.
What would be the best way to implement this change ?
Can we force the new settings to take effect without restarting the system ?

If your external source is looking at a particular ip address it won't work if you change that ip address. Right?
If your user is moving around the network and the network is in the same ip subnet then what was it you were accomplishing by doing dhcp? Same ip range would be no problem moving aroung.
Not sure what you are referancing when you say new settings without a restart. Talking the dhcp server, the workstation, what?
