Detect Network Outage.

Hi,
Need a way (API) to detect network outage on Windows NT.
On Windows 2000 i use a crude way by pinging the machine for its IP (using gethostbyname API). On Windows 2000 the IP gets changed to 127.0.0.1 on network outage. An on reconnection the IP is renewed back from DHCP. The downside of this method are : #1. Doesn't work on Windows NT. #2. There is a time latency in this detection. #3. Won't work with static IP.
Any suggestions to improve this would be greatly appreciated ?
(i am writing a service which is network dependant and should automatically stop on network disconnection and restart on network reconnection)
