Yes. Go to your WinNT directory, find Profiles subfolder. There you'll find a subfolder for each user and in it a subfolder called Desktop. Copy the shortcuts from one user to another. The target user will just have to reposition the ne icons after the logon. Similarly you can copy the start menu that is in Start Menu subfolder and other stuff.
