Unless I'm misunderstanding what you are asking, set up your printers through administrator account and then assign permissions to them based on users or groups. Everyone who logs on will be able to see the printer, but permissions will limit who can print to them.
The reason I'm saying I'm not quite sure what you're asking is that setting up printers is user independent. Printers are tied to the workstation, not who is logged on. That's why you have to use permissions to limit who can access those printers.

in regedt32, go to the users profile you installed the printer under, load the ntuser.dat, copy that "printers" registry key, paste it over the printers key in default user's ntuser.dat file. then your good
