Associate file with Notepad program. In Windows NT, just double-click the file and it will ask you which program you want to use to open it. Just pick notepad. (Probably a good idea to checkmark the 'always open with this program' box). If this doesn't work, go to CONTROL PANEL, go to VIEW, OPTIONS, and to the file types tab. Here you can associate certain types of files to certain programs based on their file extensions. Good luck.

That does open the file but cannot read the encryption.

2 interjections here. First some dat files will open with notepad some will not obviously the one you have and user.dat system.dat. Trouble with .dat is any program can name a file .dat (for system to read it properly) but you can not tell from the extension what file created it. Try searching the net like pcmag and bhs.com for a .dat decoder hopefully it will work for you if not time to search again.
The other comment is for those that do not know if you press the shift key then right click a file you get the option to "open with" which you lose once you associate an extension with an application.
