CreateProcess: DB2cmd.exe problem

I am executing a java class within a .bat file and that java class uses DB2 tables. Here is the .bat file. The problem is that when this executes it opens a db2cmd window to execute and connects to the database but I then get the error "java.io.IOException: CreateProcess: DB2cmd.exe" any ideas?
