content advisor in IE 5.5

I am enabling content advisor in IE 5.5 to stop students looking at certain restricted sites. although it works fine as an administrator, it doesn't work as a student so they can still see the sites. I am using nt 4, service pack 6a. anyone know a fix or a reg hack to sort this?
