Does anyone know how to check which TCP/IP ports are in use in NT 4.0 server?

Use the command line "netstat -a", or scan the address. Port scanners are a dime a dozen, and make it easier to print or save your results... NT can't control access like a firewall by itself, but it can close ports completely if you "enable security" in TCP-IP settings, check "allow only" and make a list of the ports and protocols you'll allow to be opened on that machine...
