Please, I have the problem which was occured on Windows95 workstations within the switch of our subnet address.
When I change the DHCP IP address range then I cannot logon to Windows NT 4.0 Network on workstations for approximately one hour. If I change netbios computer name on the workstations at the same time then I am able to logon to Windows NT network without problems.

This is a resolution issue. Afte changing the ip address of the DHCP server it takes some time for your network to recognize the server by it's new ip number.

one of the differences between 95/98 and nt workstations is that nt boots with a blank ip+mask+gateway if no static ones are set. 95/98 however retain the last one they had until told otherwise. at a command prompt type winipcfg, click more info button, then release all and then renew all. your pcs may possess an ip from last login which is now allocated and are waiting till its released by dhcp . ensure workgroup=domain name and try using lmhosts for the w95s to find the servers.
