Can't run 16-bit windows program

I have a file server on which diff setup of Softwares are kept and when ever i want to install any software on any client machine i usually connect with my file server and run the setup.exe but from last 2 weeks when i 2 click on setup to begin installation a message pops up that "Can't run 16-bit windows program". but if i copy the whole setup folder to local clients machine and start setup it works fine.
what is the story behind it, my network consists on NT and 2000 machines and file server is on NT 4.0.

check the config.nt on the server for these entries.... files= and buffers= , it goes back to the old dos config.sys entries.........you know back in the stoneage.
