can't open user manager

when trying to open user manager I get an insufficient system resources exist to complete the requested service. Do you want to select another domain to administer?

Does anyone have any ideas that would cause this? I am running service pack 6a, and all the lastes security updates.

Does this happen on all domain controllers, both PDC and BDC's? If so.. you might have some problems. I would down all Domain Controllers and bring up the PDC only. If the PDC still is getting the error, then down it and bring up a BDC. If the BDC is also getting the error you may have a SAM problem.

Try this on a workstation - Grab a NT4.0 CD and launching "usrmgr.exe" under the support directory.

I too am having the same problem. After rebooting the problem goes away for about 1/2 a day. Then I get "Insufficient system resources exsist to complete the requested service" while opening User Manager. It's the same thing from the PDC or a workstation running server tools. I am running NT Server 4 w/ srv pk 6a. Please help!

We are having similar problems with 6 of our NT4 servers. (4 are NT4 Server, 2 NT4 Enterprise)..none are DCs. (Or even belong to a domain)
Currently, we suspect a problem in Microsoft patch#Q320206, and are investigating. (Without MS help....cuz they are not going to ack responsibility anyways...especially without showing any $$$$$$ first)

FYI..... I just tried to grant a user permission to a folder and got the same "Insufficient System Resources" error. Time to reboot the server..... ARRHHHHH!!!!

I removed Microsoft hotfix #Q320206 and rebooted the server. User Manager worked for the usual 18hrs and once again I'm getting the error: "Insufficient system resources exist to complete the requested service"

Does anyone have the answer?!

Anyone get any further with this ?

Similar situation to above single domain 4 DC's all in one physical site, all NT4 sp6a with NO SRP / hotfixes

Any sort of Domain SAM related activity from "some" of the Windows2000 Pro desktops results in the same error...

followed the "NET FILES" from command prompt idea from MS regarding Q189356
Listed TWO "\pipe\samr" connections... a far cry from the 2048 mentioned


One more reason to consider an upgrade to Windows 2000 & AD... Micro$oft

I am using Norton CE 7.6 and NA for Exchange 2.0. Once I stopped the services I was able to access User Manager without rebooting. I restarted the services and will monitor User Manager. I have a sneaky suspicion that after about 18hrs I will no longer be able to access User Manager again. It seems Norton's Anti Virus is the culprit. I've looked on the Symantec website but have found nothing as well. I'll keep looking.....

I too am running with the same setup. I just tried stopping NAV CE 7.6 and was able to run the User Manager. I then restarted NAV and am still able to run User Manager. I will monitor the system and see if I get the "Insufficient system resources" message tomorrow. Looks like the problem may be related to Norton AV CE v.7.6 especially since that's the last thing that was updated/installed.

I have roughly 150 servers running NT 4.0 server and Enterprise, and 2000 server and Advanced. Each server has NAV CE 7.6. All 2000 boxes work without a hitch. All NT boxes that DO NOT HAVE IIS 4.0 INSTALLED work without a hitch. Those NT boxes WITH IIS 4.0 and NAV CE 7.6 installed have the problem in question. Once NAV CE service is stopped and restarted, the problem goes away for about 1/2 a day. In my case, it looks like the common factor is NAV and IIS 4.0.

I am running 6 Nt servers, but not all have IIS running, yet am still getting the same problem with Norton CE 7.6. Have rung Symantec and they said that I was the only person reporting it. Have any of you guys reported it?

I just got off the phone with Symantec and they have just released build 7.61.937 which fixes the problem. It's not on their website, but it will be on it soon (apparently)

You're all going to get a kick out of this!!!!!

It's a known issue with Symantec NAV CE 7.61 b35 and 36. Check out this link:

Rather than roll back my current version of NAV CE I'll just stop/restart the “Norton Antivirus Server” service to access User Manager. I'll wait until the next release. Unbelievable!

My solution to a similar problem is shuttig down the realtime virus scanning. When trying to open die domains sam, this service occupied all available connections.

The same problem gives us a big headache too. We are using CA InoculateIT antivirus software. When I got the clue from the forum, I tried to restart the antivirus software and it really fixed the problem!

Is there anyone knows whether CA InoculateIT releases a patch for the problem?

I can also confirm that shutting down the InoculateIT service on my NT4 sp6 server fixes the user manager resources problem. Gonna submit to CA.
