Can't get CMD Prompt in Windows NT 4.0

After going to the Start button/ RUN, and trying to start CMD, nothing happens. I noticed that multiple copies of CMD are running according to Processes. NTVDM is running, but WOW.exe is not running and can't be started. Found Microsoft article Q154546 MS-DOS BUffersize Could Cause Problem Opening Command Prompt. Indeed I did set Buffer Size to 9999 (instead of 999), so this may be the problem. Is there a registry location for changing the buffer size? The paging file is already over 350 mb.

CMD doesn't run in WOW under NTVDM. Just go back into Control Panel, double click Console, Options tab and change your buffer settings. Then reboot. Mine is set to 50 with 4 buffers. I think what you originally wanted was on the Layout tab, sizing the window.
