can't delete files

We have a NT server 4, sp6a running as a webserver and in the wwwroot folder we have a temp folder with some MS doc files that I can't delete, it says files beening shared etc..
I have stop IIS, ftp etc..services, taken ownership of the folder and apply adminitrator access, restarted the computer, checked for anyone using the folder or files. But still can't delete it, what can I do?
