Cannot start server service

When I try to start the server service I get the error message, "Error 1130. Not enough server storage is available to process this command"

Please reinstall the service pack that u r currently using. Recommended service pack 4 and above.

I get "cannot find server" message only when my display settings are less than 16 bit colors. Which means I can only connect to the Internet at 16 colors or 256 colors. Is this a cable problem or monitor problem or video out problem. Help!!!
