START -> Settings -> Control Panel-> System -> Devices
You need to resolve resource (e.g. IRQ, I/), DMA) conflicts between the floppy controller and another hardware device in your system.
Sometimes all you need to do is reset the default configuration.
Try disabling other hardware devices one at a time. When you can reboot and the floppy controller runs okay, you know you've isolated the offending device driver. Then all you have to do is change the configuration for the offending hardware device and you'll be back in Suffragette City ;-)
