CACLS problem

Hello.

I use WinNT 4.0 workstation connected to the LAN and also WinNT 4.0 Server connected to the same LAN.
I coded a batch file which does some XCOPY, DEL stuff, copies files on the public share.
At the end of my batch job I need to change permissions to access those copied folders for all other users. I tried to use CACLS /t/r/g username1:R username2:C command but all it does it gives me the same result as I would type CACLS /? .... why ???
do i have to logon as Administrator instead of my LAN ID?? what about XCACLS? I have read that it is more powerfull but for some reason this command does not exist on my WinNT 4.0 workstation or WinNT 4.0 Server.

Why I am not able even start changing permissions? system completely ignores my command and does the same thing???

Please help me
