To broadcast the message "HELLO" to all PCs in your domain, try net send * HELLO Hope it helps.

You can also try Stickies or Post-it Note software. To send the message HELLO to all users connected to your NT server, try net send /users HELLO For a GUI-based net send, download NetHail. Hope it helps.

it is much more accurate to highlight the server in server manger, then "send console message" to connected users.
