Could you please tell me how to brodcast a message from the NT server to all the users connected to the server.

To broadcast the message "HELLO" to all PCs in your domain, try

net send * HELLO

You can also try Stickies or Post-it Note software. I've used them and find them aesthetically pleasing and easy to use across my NT Domain.

To send the message HELLO to all users connected to your NT server, try

net send /users HELLO

For a GUI-based net send, download NetHail.

it is much more accurate to highlight the server in server manger, then "send console message" to connected users.
