boot loader not installed

I have windows 98 installed in my C:drive(2 GB) and windows backoffice2.5(NT4.0)installation files(which were copied from CD-ROM) in the same drive. When trying to install NT4.0 by running backoffice installer, the DOS prompt pops up and require me to enter the path for installation files(default is: ..\..\backoffice\I386) and I always get error message"boot loader is not installed" and NT4.0 installation is failed.
Do I need any extra boot disk(s) should I install NT4.0 this way(not from CD-ROM)? What is the meaning of "boot loader is not installed" and what is the 'file name' of "boot loader"?
