What this is telling you is: 1) the file setupapi.dll is not on your computer. 2) the program can not locate the setupapi.dll file. 3) the setupapi.dll file it is referencing is the incorrect one for this program. 4) this program was not programmed to be used with Windows NT system.

Arent all of these OS's NT based? Windows 2000 = Windows NT 5.0 Windows XP = Windows NT 5.1 Windows 2003 = Windows 5.2
Summary: When booting up our NT server, we get a host controller configuration error. We have a scsi controller which I'm pretty sure that this error is related to, but I'm not sure what it's trying to tell us...
Summary: I have an error im my event log : Timeout (120000 milliseconds) waiting for service to connect. source error is : service control manager and starting up is very slow....
