Administrative tools gone

OS: NT 4.0 Server
CPU/Ram: 512

The administrative tools are no longer accessable, I need to restore the OLE32.dll file to winnt/system32 but, I can't do it from Nt I get a file being used by operating system message. Can't rename file for same reason. Could someone please tell me the process I need to take care of my problem?

Interesting, I too have just lost all of my administrative tools. Waiting for an answer as well.
