won't start at all, orange light on

Computer is not starting at all - press the button to turn it on & the light is orange from the get-go.
Pressing F1 to get into BIOS setup doesn't work.
Pressing F8 to operate in safe mode doesn't work.
The only green light that turns on is the green light flashing on my CD ROM drive, but this particular CD ROM drive doesn't work when Windows is loaded anyway.

The fan on the power source spins intermittently, but we replaced that fan with a new one & it still doesn't help.
We tried removing all the peripheral cards/devices. When you turn on the machine with everything removed EXCEPT the video card, the sound cards, and the RAM cards, the light on the computer still stays orange.

Hi!
It sounds like your power supply has burnt out, this resulting in the power supply only giving you enough power to the board. If your processor fan does not spin continueously then you'll need to buy a new power supply.
