my computer won't run scandisk or defragment. I have tried turning off the screensaver but that has not worked.

I will be slagged off for saying this but......
run these two in SAFE MODE, ie when Windows is starting, press the F8 key before the Windows splsh screen shows. This loads up only the most basic drivers etc.

Keep screensaver off and reboot into safe mode.
To enter safe mode reboot and keep hitting F8 until you get a menu. Safe mode will be option #3.
Now run scandisk and then defrag.
Reboot (normally) when it's finished. Turn screensaver back on.

The reason for running it in safe mode is because its possible you have a program/s running in the background causing them to restart over and over.
Safe Mode wont load any of this nonsense so you can run the utilities.
To disable some of these uneccesary items from start up click start/run type in msconfig and hit ok. Choose the startup tab. You should see several items in the list.
Some will be obvious as to what it is while other things will be a mystery. To find out what each of them is Click Here for a list of startup items, what they are, whether or not they are needed at startup. Before you disable a program in msconfig see if you can stop it from starting up with windows within its options menu. Antivirus as an example allows you to do this. If you dont find a manual option proceed to uncheck it in msconfig.
Be careful while editing msconfig. Consult the list at the link i offered to verify your not unchecking something used by windows. If you dont feel comfortable doing this you can choose to let it go or download one of the many programs that allow you to kill background apps. End It ALL is the name of one of them.
This software will make it easy to kill running apps so you dont have to enter safe mode each time.
My preference is manually editing msconfig but to each his own. Choose the option you think is best for you. You might just choose to leave things as is and just use safe mode to run the utilities. I only offered these suggestions because ive found a slight performance improvement after disabling uneccesary items from startup items.

For scandisk, you can run the MS-DOS version, which you'll probably have a much higher success rate. However, like the others say, go to SAFE MODE. Program(s) 're probably working in the background... thus causing it 2 restart all over. You can also type msconfig and disable some startup items which are unneccessary.

Agree with what is said above.
Have a look at this post, points 2,4,8,9,10. Make sure you visit Pac's and uncheck lots of things in msconfig to sort the interruption problem, as suggested above.

The above methods, especially the first link, should solve the problem permanently. However, on some PCs there may be a particularly well hidden program causing a problem. In that case, you can also try running scandisk in Dos as described here

1. Open Add/Remove Programs properties in Control Panel.
2. Click the Startup Disk tab, and then click Create Disk.

Here's the villian when I had the same problem....'backweb'. The little devil runs all the time and is used to download those ads we hate some much. Western Digital sneaks it in when you install their 'data lifeguard tools'. Can't scandisk or defrag with backweb running.

The very best thing to do is make a boot disk and run scandisk from MS Dos. I had the same problem, where the cimputer would scandisk 10 times and never finish completly. I think what the problem was, is I had three bad sectors on my computer. The MS DOS scandisk and defrag ran flawlessly. just run the boot disk, go to the c:> drive and run SCANDISK. just follow the directions and at the end it will ask you to defrag, jus say yes and chill for a bit. It will take a while, but come back every now and then, because if you have a bad sector, it will let you know and you will have to make the final decision on what to do with the damaged files/cluster/sector.
