Won't boot from floppy or CD

I'm working with a system where the owner has installed Norton Internet Security 2003. He received "disk write errors" when the Norton Anti-Virus component was installing to drive C. I figure either bad sectors on the hard drive OR a virus keeping the anti-virus software from loading completely.
I've been trying to boot the system from either the CD drive or the floppy so that I can run Norton Anti-Virus from the CD. Even though I have the device boot order as CD, floppy and then HD, it won't boot from either a bootdisk for Win95 or Win98 nor the Norton CD. I've tested the floppies on another pc and I know they will boot a system.
Does anyone know why I can't boot from either drive and how I can get around it? The only way I can think of getting a good scan of the hard drive now is to attach the hard drive as a slave to another system with updated anti-virus installed on the C drive and run that.

hello if its m.e try booting with m.e boot disk? you can d/l one from www.bootdisk.com free. but if you wish to boot from floppy than set bios to boot from floppy first. and after makeing changes in bios make sure they are saved. after you get floppy to boot at the a:scandisk and chech for errors.
