Winproc32 internet access - is it s

I have been asked several times by my ZoneAlarms firewall whether to allow internet access for Winproc32.exe.
Can anyone tell me if this is a genuine Microsoft request for an update or something, or whether it is linked to some spurious emails that I have recieved recently supposedly emanating from Microsoft, and asking me to update security, but identified as virus carriers and with non-m/s email addresses as the origin.
Anyway, all I need to know is - is it safe?

It belongs to CoolWebSearch. Download and run fully updated versions of Spybot S&D and Ad-Aware 6

Then run CWShredder 1.59.

And after that, it wouldn't hurt to do an online virus scan at Pandas Active Scan. Don't forget to disable system restore before doing the virus the scan, and reenabling it after.
